Liberty Engineering’s staff is experienced in the planning and execution of public works projects. Past projects completed by its engineers include:
| Back Bay Marina Bridge Replacement, Virginia Beach, VA |
Provided project management, structural and civil design for replacement of aging wood bridge with a precast concrete box culvert. The project included feasibility studies for roadway alignments and structural replacement options. Alternatives were evaluated in terms of first cost, maintenance cost, environmental impacts and construction time. The project included joint permit application and wetlands mitigation.

In support of a roadway widening project, provided structural design of concrete box culvert extensions and a steel sheet pile retaining wall. Steel sheet pile wall was required to stabilize roadway embankment and underground utilities to be placed over highly compressible soils.
| Pier Inspections and Analysis, New London, CT and Bristol, RI |
Provided inspection and structural analysis of two Coast Guard Piers in support of homeport improvement projects. Each pier consisted of timber pilings supporting a concrete deck. Underwater inspections of the piers were conducted by contract divers. Piers were analyzed for total uniform allowable loads, truck mounted crane loads and ship mooring and berthing loads. Analysis results, repair alternatives and cost estimates were provided in bound, illustrated reports.

Provided inspection, load rating, estimated remaining service life, repair alternatives and cost estimates for repair options for a steel girder bridge with a concrete deck founded on concrete piers. Forty spans across the Back River leading to Langley Air Force Base were inspected. An illustrated summary report was produced that outlined the findings of the inspection and analysis.

| C&O Railway Viaduct |
Provided field inspections of five structures spanning the James River at Richmond. Existing conditions were noted for record purposes and use in analysis. Flood walls and levees were to be constructed to confine the James during flood conditions. Each bridge was evaluated for the existing conditions and the conditions to exist after construction. Confinement of the river results in a change in water levels and stream velocities for a given flood event. The stability of the piers was evaluated for several flood events, for both with and without the flood protection project.

Determined load capacity of existing cast in place reinforced concrete bridge based on field inspection of existing conditions.

Provided design project management and construction administration for repair and replacement of bridge deck joints and installation of fail safe devices for pin connected bridge girders.

Inspected truck and rail loading facilities at each installation, determined time required to load units mobilizing from each post on railcars or trucks. Developed preliminary plans and cost estimates for additional rail loading spurs, container handling facilities, marshaling areas and loading ramps as required to meet Army Strategic Mobility Plan milestones. Prepared written reports outlining findings, analysis results and recommendations.

Provided revised details required to relocate horizontal construction joints for slip casting median barriers.
